Generally, I don't care for white type on a black background. The standard black type on white background is a standard for a reason.
My limited experience with www.blogger.com is that there is an option for the blog owner to be notified of posts and can approve before they are allowed to show up.
This can cause delays if the owner isn't able to be very attentive. Unless spam and rudeness are a real problem, the option to "after the fact" delete posts by the owner/administrator is adequate.
It may be the case that viewers of the post can alert the owner/administrator to an objectionable post, for them to evaluate and perhaps remove. (more 'eyeballs' to notice problems)
I haven't noticed this specific capability with blogger.com (which may be a google 'product' and google seems to do a lot of things right by learning from their competitor's shortcomings), but that is the norm for other bulletin board like websites I've used.
